Voting at the Polls:

Upon arriving at your designated polling site, the precinct official will ask you for your name and a signed photo identification card. Your name will be repeated aloud for the poll watchers to take notice.

If there are no challenges to your voting, your name will then be crossed out on the Original Voter Signature Roster, and you will be asked to sign the roster. If challenged, follow the instructions of the precinct officials.

You will then be issued the appropriate ballots, given instructions on how to vote, and directed to the privacy of the voting booth.  Make you selections by marking on the appropriate oval.  Do not make any other marks on the ballots.

When completed, take all of your ballots and drop them in their appropriate ballot boxes fac down.

Leave the polling  place quickly and quietly.  Do not loiter, and do not engage in extraneous conversation with anyone.

Absentee Voting:

If you are unable to physically vote at your polling place, you may vote by Absentee Ballot. Conditions upon the right to vote by Absentee Ballot are:

  • The conduct of his business or necessary travel;
  • Illness or physical disability;
  • Service in the Armed Forces or Merchant Marine of the United States;
  • Employment with the Territory of Guam which would prevent the voter from going to the polls on election day;
  • Attendance at an institution of learning;
  • Employment in the Service of the United States or any federal agency;
  • Accompanying a spouse engaged in any of the above activities.

How to Apply:

An Absentee Ballot Application Form must be completed and filed by each voter for the Primary election. Your application will be considered an application for the General Election.

Absentee Application Deadlines:

OFF-ISLAND/HOMEBOUND VOTER

Off-island and/or Homebound Voters must submit their Absentee Ballot applications to the Guam Election Commission no later than August 29,2000 in order to vote in the Primary election.

For Hombound voters, you are required to proved a map to your residence, and contact numbers for you to be reached.  Although your deadline is August 29, 2000, it is preferred that all applications be received as early as possible to allow for admininstrative processing.

Upon approval of you application, the Guam Election Commission will forward your Absentee Ballot to you as soon as it becomes available.

IN-OFFICE VOTER

To vote in the Primary Election, you must fill out an application and cast your ballot in the Commission's office between August 3 and September 1, 2000.

To vote in the General Election, you must fill out an application and cast your ballot in the Commission's office between October 6, 2000 and November 6, 2000.

HOSPITALIZED VOTER

If you are hospitalized on election Day, you may request to vote by Absentee Ballot. Contact the Commission's office as early as possible.

NOTE: For registration purposes, the Commission must receive your application by August 26, 1998 for the Primary Election and October 23, 1998 for the General Election.
